Oakland T1-11 Siding

T1-11 is the grooved wood panel siding that went up on a lot of mid-century Oakland homes, older tract houses, garages, and outbuildings. It's a large sheet of plywood or OSB with vertical grooves milled into the face, installed for a fast, inexpensive, rustic exterior. If your home has it, you're usually on this page for one of two reasons: the existing T1-11 is failing and you're deciding what to do about it, or you want to keep the look and need it installed right. Why T1-11 fails, and how to tell

T1-11's weakness is the same as its appeal: it's a wood panel, and wood panels live or die by their finish. When the paint or stain goes, water gets into the plywood or OSB and the panel starts to break down. Signs it's past saving rather than worth repainting:

• Swelling or delamination along the bottom edges or at the grooves, where water sits and wicks in.
• Soft spots you can push into, or dark staining that signals rot behind the face.
• Failed or blistering paint that returns within a season of a fresh coat.
• Fastener stains and popped nails, often a sign the panel has been moving with moisture cycles.

A panel with localized damage can sometimes be patched and repainted. Widespread swelling, softness, or rot is the point where replacement makes more sense than another round of maintenance.

The two real options

Replace with a longer-lived material. The most common reason Oakland homeowners call about T1-11 is to get rid of it. Replacing failing panels with fiber cement or LP SmartSide engineered wood ends the swell-and-repaint cycle: fiber cement is noncombustible and rot-proof, and engineered wood keeps a warm wood look with far more moisture resistance than raw plywood. Either is a step up in durability, and for a hill parcel fiber cement is the one that also addresses fire performance.

Re-install T1-11 where the rustic look is wanted. Sometimes the panel is the point — on a cabin-style home, a workshop, an ADU, or where a homeowner simply likes the vertical-groove aesthetic and the budget. In that case the job is about installing it correctly: proper sheathing behind it, the right water-resistive barrier and flashing, sealed edges and grooves, and a finish schedule that keeps it protected. Done right and kept painted, T1-11 has a place; done casually, it invites the same failure it always has.

The Oakland context that shapes the choice

Two local facts bear on the decision. First, permitting: the City of Oakland requires a building permit for siding work, and Design Review may apply unless the work is a like-for-like replacement — worth knowing if you're changing material or appearance. Second, and more consequential, fire zone. Much of the Oakland hills sits in a Very High Fire Hazard Severity Zone / Wildland-Urban Interface fire area, and the City kept that larger boundary in place under a 2025 ordinance; California Building Code Chapter 7A governs exterior wall coverings there and favors noncombustible or ignition-resistant assemblies. T1-11 is combustible plywood, so on a hill fire parcel re-installing it is likely the wrong direction, and replacement with fiber cement is usually the better path. Whether and how Chapter 7A applies depends on your parcel, the product, and the scope, so we confirm it with the City before recommending anything.

What drives the cost

Whether you're replacing or re-installing, cost tracks the wall area and number of stories, the material you move to, the amount of trim and the number of openings, and — the big variable — what tear-off reveals. Removing failing T1-11 down to the sheathing lets us inspect the water-resistive barrier and flashing and the substrate itself; where water has been getting in for years, there can be repair to do before new siding goes on.

Should I repair or replace my T1-11 siding? Localized damage on otherwise sound panels can be patched and repainted. Widespread swelling, delamination, softness, or rot is the point to replace — usually with fiber cement or engineered wood, which don't repeat the failure.

Can I put fiber cement over my old T1-11? We don't recommend covering it. Tearing off the T1-11 to the sheathing is how we confirm the water-resistive barrier and flashing are sound and catch any rot behind the panels before new siding goes on. Covering over hides exactly the problems that shortened the T1-11's life.

Is T1-11 okay for a home in the Oakland hills? It's combustible plywood, so on a Very High Fire Hazard Severity Zone / WUI parcel it's likely not the right material under Chapter 7A. We confirm your parcel's designation and scope with the City, and hill homes usually move to noncombustible fiber cement.
