The tell in a Sebastopol winter is condensation. On a cool, damp morning in west Sonoma County — where the town collects around 36 inches of rain from December through March and fog settles in off the coast — old single-pane windows sweat, the glass stays cold to the touch, and the rooms behind them never quite warm up. A lot of Sebastopol's older farmhouses, Craftsman bungalows, and Victorians still run their original single-pane sash, and swapping them for modern dual-pane, Low-E units is one of the more noticeable comfort upgrades a home here can make. Bay Area Siding Company, a Larkspur-based siding and window contractor, installs replacement and new-construction windows throughout the area.

When it's the windows, not the weatherstripping

You don't have to guess. Original and early dual-pane windows tend to announce themselves:

  • Interior condensation or fog on the glass on cold, damp mornings — single-pane glass runs cold enough to pull moisture out of the room air, and in a wet climate that means damp sills and, over time, mold and rot.
  • Fog trapped between the panes of an older dual-pane unit — a failed seal that can only be replaced, not repaired.
  • Drafts and cold zones near the glass even when everything's shut, and rooms that lag the thermostat.
  • Sash that sticks, won't stay up, or won't lock — swollen wood, painted-shut frames, or worn balances, all common in a damp climate.
  • Soft, stained, or rotting sills and surrounds where water has been sitting.

Two or more of these usually means replacement will do more for comfort and the building than another round of caulk and weatherstrip.

What makes a window right for this climate

Three decisions carry most of the outcome:

  • Glass package. Dual-pane insulated glass with a Low-E coating is the baseline — it keeps the interior pane warmer, which is exactly what cuts the winter condensation and the cold-glass chill. California's Title 24 energy code sets maximum U-factor and SHGC values for replacement windows, and those numbers vary by climate zone and change across code cycles, so rather than quote a figure we confirm the values in effect at permit time and spec to them.
  • Frame material. Vinyl, fiberglass, aluminum-clad wood, and aluminum each balance cost, thermal performance, and looks differently. On an older Sebastopol farmhouse or Craftsman with wood detailing, clad-wood or a frame profile that respects the original opening usually looks best; on a newer subdivision home, vinyl or fiberglass is often the practical fit.
  • Retrofit vs. new-construction install. A retrofit (insert) keeps the existing frame and is less invasive — good where the opening is sound. A new-construction (full-frame) install takes the window back to the rough opening so the flashing can be fully renewed — often the better call in this climate where we find rot or past water intrusion at the sill. We do both and recommend based on what the opening actually shows.

Comparing brands? Start at the window hub, then read the specifics for Anlin, Milgard, Andersen, Marvin, and Pella. We install aluminum windows as well.

How the install goes

We keep it straightforward: we look at your openings and goals, take precise field measurements, help you settle on glass, frame, and finish to meet Title 24, pull the permit, remove the old units and inspect the openings for rot, then set each window level and plumb, flash and air-seal it against water and drafts, and finish with trim, a caulk-and-operation check, and a walkthrough. In a wet climate the flashing and air-sealing step is where a comfortable, dry install is won or lost — cold glass is only half the problem; an unsealed opening leaks both.

Permits, energy forms, and fire-zone glazing

Window replacement is permitted work. Inside city limits it goes through the City of Sebastopol Building & Safety Division and its online permit portal; because the state treats window replacement as an alteration under the Energy Code, a Title 24 compliance form for the fenestration is part of a typical submittal, and we handle that. On unincorporated rural parcels outside the city, permitting runs through Sonoma County (Permit Sonoma).

Fire-zone requirements are parcel-dependent. Much of the low-lying town isn't in a designated fire-hazard zone, but some wooded and hillside parcels toward the coast are under the 2025 Cal Fire Fire Hazard Severity Zone maps that Sonoma County adopted for its unincorporated areas. Where a parcel carries a designation, CBC Chapter 7A can govern exterior glazing — generally calling for multi-pane units with tempered glazing among other measures — but exactly what applies depends on the parcel and whether the work is classed as a repair or an alteration, so we confirm it with the AHJ during scoping rather than assume.

What affects the cost

Every job differs, so we don't post prices. The drivers are the number and size of openings, frame material and brand, retrofit vs. new-construction, whether any opening on a fire-zone parcel needs tempered glazing, the condition of the existing framing (rot repair adds scope), and access — upper-story or hillside openings take more setup. We price it after we've measured.

FAQ

My single-pane windows fog up inside every winter — will new windows fix that? Usually, yes. Interior condensation happens because single-pane glass gets cold enough to pull moisture from the room air, which is especially common in west county's damp winters. A dual-pane, Low-E unit keeps the interior glass warmer, which cuts the sweating along with the draft and chill.

Do I need a permit to replace windows in Sebastopol, and does Title 24 apply? Yes on both. Inside the city the Building & Safety Division issues the permit, and because the work counts as an alteration under the Energy Code, a Title 24 fenestration compliance form is part of the submittal. Rural parcels permit through Sonoma County. We handle the paperwork.

Can I keep the character of my older farmhouse or Craftsman? Yes. Frame material and profile can be matched to the original openings — clad-wood, and certain vinyl and aluminum profiles, all work depending on the home. We spec so a period house still reads as itself.

Retrofit or full-frame — which do I need? It depends on the opening. Retrofit is less invasive and keeps a sound frame; a full-frame new-construction install lets us renew the flashing completely, which is often the right move here when we find rot or water damage at the sill. We assess and recommend.
