Signs your windows are ready to go

California's Title 24 energy code sets ceilings on U-factor and SHGC for replacement windows, and those numbers shift by climate zone and code cycle — so the units you pick have to meet the code in force at permit time, which we confirm rather than assume. In San Pablo's mild bayside climate the everyday payoff is comfort: fewer drafts, steadier indoor temperatures, and quieter rooms.
  • Frame material. Vinyl, fiberglass, aluminum-clad wood, and aluminum each balance cost, thermal performance, and looks differently. On San Pablo's simpler postwar homes, a clean vinyl or fiberglass profile is often the practical fit, while clad-wood suits owners who want a warmer interior finish.
  • Retrofit vs. new-construction. A retrofit (insert) keeps the existing frame and is less invasive; a new-construction install strips the opening back to the framing so the flashing can be fully renewed — the right move where there's rot or past water intrusion. We do both and recommend based on what the openings show.

Permits. San Pablo makes this one clear: the city's Community Development Building Division lists window replacement — including new, relocated, or replacement windows — as work that requires a building permit. Because window replacement is treated as an alteration under the Energy Code, expect Title 24 fenestration compliance to be part of the submittal. We handle the permit and the energy paperwork.

Fire-zone glazing — only where it applies. Most of San Pablo is bay plain and outside fire-hazard severity zones, so the tempered/multi-pane glazing rules that blanket the hill towns don't apply to the city as a whole. The honest exception is the eastern edge: the 2025 State Fire Marshal maps do include some very-high-hazard ground up toward the Sobrante ridgelines. If your parcel is on that side of town, it's worth confirming your designation, because in a fire-hazard area California Building Code Chapter 7A can require altered openings to use multi-paned glazing with at least one tempered pane. That's a per-parcel check we make during scoping — not something we'd assume for a flatland home.

Older housing stock. The city's postwar cottages and single-story tracts frequently still have their original single-pane windows, which is exactly why the jump to a modern dual-pane, Low-E unit is so noticeable here — warmer in winter, quieter, and easier to operate.

What affects the cost

We don't quote prices online because every job differs. The drivers are the number and size of openings, frame material and brand, retrofit vs. new-construction, whether an eastern-edge parcel requires fire-zone tempered/multi-pane glazing, the condition of the existing framing (rot repair adds scope), any acoustic-glass upgrade, and access.
