Coastal windows lead a hard life. Salt air corrodes hardware and old aluminum frames, the marine layer keeps everything damp, wind-driven rain finds any gap in the flashing, and the temperature swing between a foggy morning and a sunny afternoon works a single-pane sash loose over the years. A lot of Santa Cruz homes — the Victorians and cottages on the Westside and around Beach Hill, the mid-century houses toward the hills — still carry their original single-pane windows. Bay Area Siding Company replaces them with units built for the coast and for comfort: better glass, corrosion-resistant frames, and flashing done right. We're a Marin-based siding and window contractor working the Santa Cruz area.

Do you actually need a permit? It depends on the work

This is the part that surprises Santa Cruz homeowners, and it's worth getting right. The City of Santa Cruz Building Division does not require a permit for a straightforward retrofit — a like-for-like insert window where nothing structural changes. But a permit is required once the work touches the wall: if the window framing is altered (for damage repair, or to lower a sill to meet egress), if the existing flashing is altered or the nailing fin is removed, or if the exterior finish comes off to get the window out. In practice, the more moisture damage there is around an opening, the more likely you're in permit territory — because fixing it right means opening things up. We tell you which category your job falls in before we start, and we pull the permit when it's needed.

Two more things the city cares about:

  • Safety glazing. New glass in a hazardous location — near doors, low to the floor, next to stairs, in a wet area — has to be safety (tempered) glass. We spec that where the code calls for it.
  • Historic review. If your home is in one of the city's historic districts (the Downtown, the West Side residential districts, the older Beach Hill blocks), exterior changes can require Planning Division historic review regardless of whether a building permit applies — so window style and profile matter, and we plan around it.

Choosing a frame that survives salt air

Frame material is the decision that ages best or worst on the coast:

  • Vinyl — cost-effective and low-maintenance, with no metal to corrode; a common coastal choice.
  • Fiberglass — stable and durable, holds up well to the damp-then-sun cycle.
  • Aluminum-clad wood — warm interior look with a protected exterior; a good fit for period homes where a plain frame would look wrong.
  • Aluminum — thin sightlines, but bare aluminum near the ocean corrodes; we'd steer you toward finished or thermally-broken options if this is the look you want.

On a Victorian or a Westside cottage, the profile matters as much as the material — a modern flush frame can flatten the character of the house. We match the sightline to the opening.

Retrofit or new-construction — and why it matters here

There are two ways to install a replacement window, and the right one depends on what's behind the trim:

  • A retrofit (insert) install keeps the existing frame in place and sets the new window into it. It's faster, cleaner, and less invasive — good when the surrounding wall and flashing are sound.
  • A new-construction (full-frame) install removes the window down to the framing so the flashing can be fully renewed. It's the right call when there's rot, water intrusion, or an opening that was never flashed correctly — common enough on older coastal homes that took decades of wind-driven rain.

We assess the openings and recommend honestly. Near the water, renewing the flashing is often what actually stops the leak, and a retrofit that skips it just buries the problem.

Comparing window brands

We install several lines, and the best fit depends on your priorities — glass performance, frame material, budget, and look. Start with our window hub, then read the specifics for Anlin, Milgard, Andersen, Marvin, and Pella. We also install aluminum windows where they suit the home.

Energy, comfort, and the code

The upgrade a lot of Santa Cruz owners feel most is comfort: swapping single-pane glass for a modern dual-pane, Low-E unit quiets drafts, cuts condensation, and evens out the temperature between a cool coastal morning and a warm afternoon. California's Title 24 energy code sets maximum U-factor and SHGC values for replacement windows, and those numbers vary by climate zone and change across code cycles — so rather than quote a figure that may be out of date, we confirm the values in effect at permit time and spec glass that meets them. On a foggy, coastal-influenced site, a well-chosen Low-E package also helps keep interiors from feeling damp and cold.

What drives the cost

Every job is different, so we don't post prices. The real drivers: how many openings and their sizes; frame material and brand; retrofit versus new-construction (full-frame costs more but renews the flashing); whether openings need rot repair once they're opened; safety glazing where required; and access, since upper-story or hillside openings take more setup. We give you a real number after we measure.

Doing more to the exterior?

If the windows are tired, the siding around them often is too. We also do siding replacement and James Hardie fiber cement in Santa Cruz — and sequencing windows and siding together means the flashing between them gets detailed as one system. FAQ

Do I need a permit to replace windows in Santa Cruz? Not always. The city doesn't require a permit for a simple like-for-like retrofit with no alterations. But you do need one if the framing or flashing is altered, the nailing fin is removed, or the exterior finish comes off to remove the window. We tell you which applies and handle the permit when it's needed.

My house is right near the beach — does that change my windows? It changes the frame and hardware more than anything. Salt air corrodes bare aluminum and cheap hardware, so we lean toward vinyl, fiberglass, or clad-wood with corrosion-resistant components, and we make sure the flashing is renewed where the exposure warrants it.

Can I keep the look of my older Santa Cruz home? Yes. Frame material and profile can be matched to the original openings, which matters on the Westside and Beach Hill Victorians. If the home is in a historic district, exterior changes may go through Planning Division review, and we plan the window style with that in mind.

Retrofit or new-construction — which is right for me? Retrofit is faster and less invasive when the surrounding wall and flashing are sound. New-construction removes the window to the framing so the flashing can be fully renewed — the better choice where there's rot or past water intrusion, which isn't rare on older coastal homes. We assess and recommend.
