Bay Area Siding Company installs replacement and new-construction windows for El Cerrito homes — from postwar houses on the flats near El Cerrito Plaza to view houses on the ridge below Arlington Boulevard. We're a Larkspur-based siding and window contractor, and we run the whole job: measuring each opening, helping you pick the glass and frame, pulling the permit, removing the old units, flashing and air-sealing the new ones, and walking the finished work with you.

Signs your windows are due

El Cerrito has plenty of homes still carrying their original single-pane or early dual-pane windows, and worn units tend to give themselves away:

  • Cold, drafty glass you can feel even with everything shut and locked
  • Fog or moisture trapped between the panes — a blown seal on a dual-pane unit, which can only be replaced, not repaired
  • Sashes that bind, drop, or won't latch — swollen frames, paint bridging the tracks, or shot balances
  • Heating bills that climb behind single-pane glass with no Low-E coating
  • Soft sills or water staining at the frame or the wall below it

When a few of these show up at once, replacement usually pays off better than another round of fixes.

What to look for in a replacement window

Three decisions carry most of the outcome:

  • Energy performance. Aim for dual-pane insulated glass with a Low-E coating. California's Title 24 energy code sets ceilings on U-factor and SHGC for replacement windows, and those numbers shift by climate zone and code cycle — so your installer should confirm the values in force at permit time rather than quote a fixed figure.
  • Frame material. Vinyl, fiberglass, aluminum-clad wood, and aluminum each balance cost, thermal performance, and looks differently. El Cerrito's mid-century and cottage homes often read best with a profile that respects the original opening rather than a bulky replacement frame.
  • Retrofit vs. new-construction. A retrofit (insert) keeps the existing frame and is less invasive; a new-construction install takes the window back to framing so the flashing can be fully renewed — usually the right call where there's rot or past water intrusion. We do both.

Comparing brands? Start at our window hub, then dig into Anlin, Milgard, Andersen, Marvin, and Pella. We install aluminum windows as well.

What to expect: our process

  1. Consultation — we look at your current windows, openings, and what you want to improve.
  2. Measure — precise field measurements for every opening.
  3. Product and energy selection — glass package, frame, and finish chosen to meet Title 24 and any safety-glazing requirements.
  4. Permit — El Cerrito requires a building permit for window replacement; we prepare and submit it.
  5. Removal and prep — old units out, openings checked for rot or damage.
  6. Install, flashing, and air-seal — set level and plumb, then flashed and sealed against water and air.
  7. Finish and walkthrough — trim, caulk, an operation check, and cleanup together.

El Cerrito-specific things to know

Permits and the city's own window handout. Window replacement in El Cerrito is permitted through the City Building Division, and the city publishes its own guidance — a "Window Unit Replacement/Retrofit and Safety Glazing Requirements" handout — that spells out what a compliant submittal looks like locally. Expect Title 24 energy compliance to be part of it (window replacement is treated as an alteration under the Energy Code), along with the state's safety-glazing rules.

Safety glazing. California requires tempered or otherwise safety-rated glazing in "hazardous locations" — glass in and beside doors, near tubs and showers, in low windows, and around stairs and landings, among others. El Cerrito's handout is built around these requirements, and matching the right openings to tempered glass is something we scope up front so the order is right the first time. Bedrooms also carry emergency egress sizing rules, which we check when a bedroom window is in the project.

Fire-zone glazing on the ridge. The eastern hills — the Mira Vista area and the streets climbing toward Arlington Boulevard — fall within El Cerrito's High Hazard Fire Zone (Municipal Code Chapter 8.30), where California Building Code Chapter 7A reaches exterior glazing. In these areas, altered openings generally call for multi-pane glazing with at least one tempered pane, on top of the usual requirements. California's 2025 Fire Hazard Severity Zone maps moved these boundaries, so whether your parcel is in and exactly what applies is worth confirming early — we handle that as part of scoping.

Older housing stock. The postwar ranches, bungalows, and cottages across El Cerrito frequently still have their first-generation windows, which makes the jump to a modern dual-pane, Low-E unit especially noticeable in both comfort and quiet.

Thinking about the exterior envelope too? We also do James Hardie siding and siding replacement in El Cerrito, and we serve the wider East Bay. See finished work in our project gallery.

What affects the cost

We don't quote prices online because every job is different. The drivers are the number and size of openings; frame material and brand; retrofit vs. new-construction; whether safety glazing or fire-zone tempered/multi-pane glass is required for particular openings; the condition of the existing framing (rot repair adds scope); and access — upper-story or hillside openings take more setup.

Frequently asked questions

Do I need a permit to replace windows in El Cerrito? Yes. Window replacement is permitted through the City of El Cerrito Building Division, with Title 24 energy compliance as part of the submittal. We handle the permitting.

What is the city's safety-glazing requirement? El Cerrito publishes a window replacement/retrofit and safety-glazing handout reflecting California's rules, which call for tempered or safety-rated glass in hazardous locations — near doors, tubs and showers, low glazing, and stairs, among others. We identify which of your openings need it before ordering.

I'm on the ridge near a fire zone — do my windows need to be tempered? Likely, if the work is an alteration. In El Cerrito's High Hazard Fire Zone, altered openings generally require multi-pane glazing with at least one tempered pane under Chapter 7A. Since the 2025 maps changed the boundaries, we confirm your parcel's status and scope before ordering.

Retrofit or new-construction — which install do I need? Retrofit is less invasive and reuses the existing frame; new-construction is the better choice where there's rot or water damage and you want the flashing fully renewed. We assess and recommend after seeing the openings.
