Signs your siding needs replacing (not just patching)

Oakland's housing stock skews old, and a lot of it is Craftsman, Victorian, and bungalow homes with wall assemblies that were built decades before modern weather barriers were standard. When you see any of these, replacement usually makes more sense than another round of repairs:

• Widespread cracking, splitting, warping, or sections that flex when pressed
• Paint that fails again within a year or two of a fresh coat
• Soft or crumbling material, or trim you can push a screwdriver into
• Moisture stains, mold, or musty smells on interior walls near the exterior

Why replace instead of covering over

Layering new siding over failing material hides the one thing that matters most: what's happening underneath. On older Oakland homes, tearing off is the only way to actually see the sheathing, confirm there's a functioning weather-resistive barrier, and correct flashing that was never there to begin with. Cover-ups also add weight and can trap moisture. A full tear-off costs more up front and gives you a wall that's sound from the sheathing out.

What to expect

3. Permit (and design review if applicable) — the City of Oakland requires a building permit for all siding work, and projects may trigger Design Review unless the work is like-for-like replacement.
4. Tear-off and substrate inspection — old siding comes off and we inspect the sheathing and framing before anything new goes on.
5. Weather barrier and flashing — water-resistive barrier and flashing installed to keep the wall dry.
6. Install to spec — siding installed per the manufacturer's instructions.

Oakland-specific: fire hazard zones matter for your wall

This is the part Oakland homeowners should not skip. Much of the Oakland hills sits in a Very High Fire Hazard Severity Zone. When Cal Fire's 2025 state maps would have shrunk that area, the Oakland City Council voted (Ordinance 13851, June 2025) to keep the larger boundary and align the city's Very High Fire Hazard Severity Zone with its entire Wildland-Urban Interface Fire Area.

That matters for siding because California Building Code Chapter 7A governs exterior wall coverings in these fire-hazard areas, generally calling for noncombustible or ignition-resistant materials (or tested assemblies). Whether and how Chapter 7A applies depends on your parcel's designation, the product, and the scope of work, so it's something we confirm with the City rather than assume. Do I need a permit to replace siding in Oakland? Yes. The City of Oakland states that all stucco and siding work requires a building permit, and your project may also require Design Review unless it's like-for-like replacement or repair.

My home is in the Oakland hills. Does that change my siding options? It can. Homes in the Very High Fire Hazard Severity Zone / WUI Fire Area are subject to Chapter 7A exterior-wall provisions that favor noncombustible or ignition-resistant materials. We confirm the specifics for your parcel before speccing.

Should I replace or just re-side over the old material? For older Oakland homes we generally recommend full tear-off so the sheathing, framing, weather barrier, and flashing can be inspected and corrected. Covering over hides problems.
