Windows in Saratoga tend to carry a lot of weight — literally and figuratively. Homes here are built to take in the valley and the ridgeline, so the glass is often big, and on the foothill parcels that same glass is subject to fire-zone rules that don't apply on the valley floor. Getting a replacement right in this town means balancing the view, the energy performance, and, for hillside homes, the glazing requirements that come with a mapped fire-hazard zone. Bay Area Siding Company is a Marin-based (Larkspur) siding and window contractor working across the South Bay, and we handle the whole job: measuring, glazing and energy selection, permitting, removal, flashing and air-sealing, and the final walkthrough.

Two Saratoga realities to design around

Most Saratoga window projects live at the intersection of two things a generic window quote ignores.

The views. A big share of the town's value is in what you can see from it, and homeowners understandably don't want the replacement to shrink the daylight or chop up the sightline. Frame profile and glass package both matter here: a slim, well-specified unit keeps the opening feeling like an opening while still meeting modern energy standards.

The fire zone, for the foothills. Saratoga's western neighborhoods climb into the Santa Cruz Mountains, and Cal Fire's updated Local Responsibility Area Fire Hazard Severity Zone maps (February 2025) place much of that hillside terrain in a High or Very High zone. Where a parcel is designated, California Building Code Chapter 7A reaches exterior glazing: for a regulated opening, the assembly generally has to be multi-pane with at least one tempered pane, alongside the other envelope requirements. The catch is that this depends on the parcel's designation and on whether the work is classed as a repair or an alteration — so it's worth confirming early. We handle that as part of scoping, and it's the single most common surprise for foothill homeowners buying windows.

The decisions that actually shape the order

  • Glass and energy. Dual-pane insulated glass with a Low-E coating is the baseline. California's Title 24 energy code caps the U-factor and SHGC allowed for replacement windows, and the exact numbers depend on the climate zone and the code cycle in effect — so rather than quote fixed figures, we confirm the current requirements at permit time and spec to them.
  • Tempered glazing where the zone requires it. On a designated foothill parcel, at least one tempered pane per regulated opening is typical under Chapter 7A. This is parcel- and scope-dependent, and we verify it before ordering rather than after.
  • Retrofit versus new-construction. A retrofit (insert) install keeps the existing frame and is the less invasive route; a new-construction (full-frame) install takes the window back to the framing so the flashing can be renewed completely — the right call where there's rot or a history of leaks. We do both and recommend based on what the openings actually show.
  • Frame material and profile. Vinyl, fiberglass, aluminum-clad wood, and aluminum trade cost, thermal performance, and looks against each other. On Saratoga's custom, ranch, and mid-century homes, the profile that respects the original opening usually wins.

Comparing brands? Start at the window hub, then read the specifics for Anlin, Milgard, Andersen, Marvin, and Pella. We install aluminum windows as well.

Permits in Saratoga

Window replacement is administered by the City of Saratoga Building Division, within the Community Development Department. A retrofit that doesn't alter the framing is a straightforward permit — the city treats a like-for-like window/door replacement with no framing change as work that typically needs a final inspection — while enlarging an opening moves it into structural-permit territory. Because window replacement is an alteration under the energy code, a Title 24 compliance form is part of a typical submittal. We manage the permitting and inspections so the paperwork matches what actually gets installed.

How the install goes

After the consultation and field measurements, the sequence is: product and energy selection to meet Title 24 (and any fire-zone glazing), permit, removal and inspection of each opening for rot or damage, set level and plumb, flash and air-seal against water and drafts, then trim, caulk, an operation check, and cleanup with you at the walkthrough. On upper-story or steep-lot openings — common on foothill homes — we plan the extra access and staging into the schedule.

What affects the cost

Every Saratoga job is different, so we don't post prices. The drivers are the number and size of openings (view walls with large units cost more than standard bedrooms), frame material and brand, retrofit versus new-construction, whether the parcel's fire-zone status requires tempered or multi-pane glazing, the condition of the existing framing (rot repair adds scope), and access on hillside or multi-story homes.

Doing the exterior together

If windows are part of a larger exterior plan, coordinating saves money and gets the flashing sequenced correctly between trades. We also do Saratoga siding replacement and James Hardie fiber cement, and we serve the wider South Bay. Finished work is in the project gallery.

Frequently asked questions

Do I need a permit to replace windows in Saratoga? Yes. Window replacement goes through the City of Saratoga Building Division, and a Title 24 energy compliance form is generally part of the submittal. A retrofit with no framing change is a simpler permit than one that enlarges the opening. We handle it.

I'm on a foothill parcel — do my windows have to be tempered? Often, if the work is an alteration on a designated fire-hazard parcel. Under Chapter 7A, a regulated opening generally needs multi-pane glazing with at least one tempered pane. Whether it applies to your project depends on the parcel's mapped zone and whether the work is a repair or an alteration, which we confirm with the City before ordering.

Can I replace big view windows without losing the view? Yes. Choosing a slim frame profile and the right glass package keeps the sightline and daylight while meeting current energy code. We size and spec each opening individually.

Retrofit or new-construction — which is right for my home? Retrofit keeps the existing frame and is less invasive; new-construction takes the window to the framing so the flashing can be fully renewed, which is the better route where there's rot or a leak history. We assess the openings and recommend.
