Albany has some of the more specific window rules in the East Bay, and getting them wrong can stall a project or force a re-order. Bay Area Siding Company installs replacement windows across the city — in the Craftsman bungalows around Solano and Marin, the stucco cottages toward the bay, and everything on the small lots in between — and we scope the job to the city's design standards from the start. We're a Larkspur-based siding and window contractor, and we handle the whole thing: measuring, glazing and frame selection, the permit and design review, removal, flashing and air-sealing, and the final walkthrough.

Signs your Albany windows are due

The city's older housing means a lot of aging wood and early aluminum windows are still in service, and they tend to tell on themselves:

  • Cold, drafty glass even with the sash shut and locked
  • Fog or moisture trapped between the panes — a blown seal on a dual-pane unit, which can only be replaced, not fixed
  • Sashes that stick, drop, or won't latch from swollen wood, paint-sealed frames, or spent balances
  • Heating bills that climb behind single-pane glass with no Low-E coating
  • Rot, soft sills, or water marks around the frame and surround

Two or more of these usually means replacement is the better long-term move than one more round of repairs.

Choosing a replacement window — and staying inside Albany's rules

Three decisions carry most projects, and in Albany the third one is unusually consequential:

  • Energy performance. Aim for dual-pane insulated glass with a Low-E coating. California's Title 24 energy code caps U-factor and SHGC for replacement windows, and the numbers shift by climate zone and code cycle — so the right approach is to spec to the code in effect at permit time rather than to a figure you read online. We confirm the current values as part of the submittal.
  • Frame material — with Albany's limits in mind. Vinyl, fiberglass, aluminum-clad wood, and aluminum each balance cost, thermal performance, and looks differently. But Albany restricts vinyl: it's not permitted on full window-replacement projects or higher-density lots, and elsewhere it's limited to windows that don't face the street. On a period home, clad-wood or fiberglass profiles that respect the original opening are often the cleaner path anyway.
  • Retrofit vs. new-construction install. A retrofit (insert) keeps the existing frame and is less invasive; a new-construction install strips the opening to the framing so flashing can be fully renewed — the right call where there's rot or past water intrusion. We do both, though Albany's recess rule (below) can steer the choice.

Comparing brands? Start at our window hub, then read up on Anlin, Milgard, Andersen, Marvin, and Pella. We install aluminum units as well.

What to expect: our process

  1. Walk-through — we look at every opening, your existing windows, and what you want to improve.
  2. Measure — exact field measurements, opening by opening.
  3. Product and energy selection — glass package, frame, and finish chosen to clear Title 24 and Albany's design standards.
  4. Permit and design review — Albany requires a permit for every window replacement, and non-conforming or enlarged openings need design-review approval first; we assemble the photos, spec sheets, and plans the city asks for.
  5. Removal and prep — old units out, openings checked for rot or damage.
  6. Install, flashing, and air-seal — set level and plumb, flashed and sealed against water and air, with the required recess held.
  7. Finish and walkthrough — trim, caulk, an operation check, and cleanup with you.

Albany-specific things to know

This is the section that sets Albany apart, so it's worth reading before you order anything.

A permit is required for every window replacement. Albany's Building Division requires a building permit for all window replacements — including exact, like-for-like changeouts with no size change. There is no "same-size, no permit" exemption here the way there is in many cities. Applications go through the city's Cloudpermit portal and typically include photos of the existing windows, spec sheets showing appearance and dimensions, and a site plan marking each location. We prepare and file all of it.

Design review and product/appearance standards. New or enlarged windows that don't meet the city's requirements need a Design Review application approved before the building permit issues. Albany's window standards also constrain how a window looks: simulated divided lights that place the grids between the panes of glass are not allowed, and windows with attached exterior fins used as trim are disallowed. If you want a divided-light look, it has to be achieved in a compliant way, not with a grid sandwiched inside the glass. We select products and detailing that clear these rules up front, so a project doesn't get bounced back.

The two-inch recess rule. When you're replacing all of a home's windows, Albany requires a minimum two-inch recess from the wall face, unless that's physically impossible — otherwise the recess has to match the existing condition. This affects whether a retrofit insert or a new-construction install is the right method, and it's one more reason to plan the approach before ordering.

Vinyl limits. As noted above, vinyl is not allowed on full-replacement or higher-density projects and is otherwise limited to non-street-facing windows — a real constraint if vinyl was your default assumption. Albany is not in a fire-hazard severity zone, so unlike the hill cities you won't be adding Chapter 7A tempered-glazing requirements on top of all this; the compliance work here is about design standards, not fire glazing.

Bundling the exterior? We also handle siding replacement and James Hardie fiber cement in Albany, and we serve the wider East Bay. Recent work is in our project gallery.

What affects the cost

We don't post prices because every Albany job is different. The drivers: how many openings and how large; frame material and brand; retrofit versus new-construction; the condition of the existing framing, since rot repair adds scope; whether design review is triggered by non-conforming or enlarged openings; the recess method the city's rule calls for; and access on a tight lot or upper story. A walkthrough is the only way we can price it honestly.

Frequently asked questions

Do I really need a permit for a like-for-like window swap in Albany? Yes. Albany requires a building permit for all window replacements, with no exemption for same-size, like-for-like changeouts. It's filed through Cloudpermit, and we handle it.

What does Albany's design review mean for my windows? New or enlarged openings that don't meet the city's standards need Design Review approval before the permit issues. Practically, it means your windows have to comply with rules such as no between-glass grid dividers and no exterior fin trim — we pick compliant products and details so the review goes smoothly.

Can I use vinyl windows in Albany? Only in limited cases. Vinyl isn't allowed on full window-replacement projects or higher-density lots, and elsewhere it's restricted to windows that don't face the street. For most whole-home replacements we'll steer you to clad-wood, fiberglass, or aluminum.

What's the two-inch recess requirement about? When all of a home's windows are being replaced, Albany requires the windows to sit at least two inches back from the wall face unless that's physically impossible; otherwise the recess must match what's there now. It influences whether a retrofit or new-construction install is the right method, which we determine during scoping.
