If you manage a condominium association, an apartment building, or a mixed rental portfolio in South Lake Tahoe, the exterior is one of your largest long-term liabilities. At 6,200-plus feet, siding and windows face months of banked snow, freeze-thaw cycling, meltwater off rooflines, and strong high-altitude UV. The construction season is short, the permitting path runs through both the City and the Tahoe Regional Planning Agency (TRPA), and residents or guests are usually living in the units while work happens. Bay Area Siding Company is a Larkspur-based siding and window contractor. We scope, phase, and install multi-building re-siding and window replacement for property managers, HOA boards, and apartment owners who need predictable budgets and minimal disruption.

Planning a reserve-funded project or a full envelope renewal? Call (415) 619-5167 or request a bid.

Start with the calendar

In most Bay Area markets, a multifamily exterior job can be scheduled almost any month. In South Lake Tahoe, the season sets the plan. We work backward from when walls, staging areas, and access routes are reliably clear of snow:

  • Board approvals and bids move into winter and early spring, so the work can start once conditions allow instead of waiting on a vote.
  • Buildings are sequenced by exposure and condition. South- and west-facing elevations take the most UV. Lower courses buried in snowpack or sitting below meltwater-dumping eaves are often the most deteriorated. We usually address those first.
  • Envelope work is closed up in phases so no building is left with exposed sheathing when weather turns.
  • TRPA's grading season can constrain any ground-disturbing work. This applies to items like water-quality BMP installation. It generally does not apply to the siding itself, but it matters if your project bundles them. We identify it early rather than finding out in October.

Snow-season access, staging on constrained lots, and upper-story work on two- and three-story buildings all affect sequencing. We build them into the schedule you approve.

Keeping residents and guests in place

Many South Lake Tahoe multifamily properties house a mix of full-time residents, second-home owners, and renters. That means the people affected by the work are often not the people approving it. Our phasing approach is built for that:

  • Building-by-building or elevation-by-elevation work so most units are unaffected on any given day.
  • Advance notice for window days. Window replacement requires interior access. We schedule it by unit and give residents a defined window of time.
  • Daily cleanup and secured staging, with walkways, parking, and entries kept usable.
  • A single point of contact for the manager or board. Residents' questions route through you, not across the job site.

This lets an association keep units occupied, and a rental owner keep income coming in, while the envelope is rebuilt.

What we actually renew on each building

A multifamily re-side follows the same technical logic as a house, repeated across many elevations. That makes consistent detailing essential. Removing the old cladding exposes the sheathing and substrate, the water-resistive barrier (WRB), and the flashing. It exposes framing only where sheathing itself has failed and has to come off. At that point we can:

  • Inspect and repair sheathing, especially along lower walls, under valleys, and around decks, where freeze-thaw and meltwater concentrate damage.
  • Install a continuous WRB so wind-driven snow and meltwater drain down and out.
  • Re-flash windows, doors, deck and balcony ledgers, penetrations, and roof-wall transitions. On multi-unit buildings, these repeated details are where hidden water damage tends to accumulate.
  • Set clearances above the expected snow line and fasten to manufacturer spec.

For windows, we offer both retrofit (insert) installs and new-construction (full-frame) installs, where the unit is removed to the rough opening so flashing can be fully renewed. The right choice can differ by building or elevation depending on what we find. South Lake Tahoe falls in California's cold Climate Zone 16, and insulated glass is built at factory elevation. Glass packages and altitude-appropriate sealed units are therefore confirmed with the manufacturer. Current Title 24 requirements are confirmed at permit time.

Material choices for an association or portfolio

Boards and owners are buying durability, fire performance, and a lower maintenance line in the reserve study, across dozens of walls. We install several systems and compare them honestly:

  • Fiber cement is noncombustible, rot- and pest-resistant, and holds paint well. On a snow-country building, it needs to be the manufacturer's cold-climate (freeze-thaw) product. See our South Lake Tahoe James Hardie page for that brand-specific detail.
  • LP SmartSide is engineered wood with the lodge and cabin texture many Tahoe complexes were built around. It needs periodic repainting, which should be planned into reserves.
  • Wood and vinyl can fit specific properties. We'll explain the trade-offs, including combustibility and heat and UV performance, before a board commits.
  • Windows can be specified from Anlin, Milgard, Andersen, Marvin, Pella, or aluminum lines, standardized across units. See our window replacement hub.

Architectural consistency is a TRPA issue as well as an HOA issue. TRPA's scenic guidance generally favors muted, earth-tone colors and low-reflectivity finishes and glazing. Selecting one approved palette and profile for the whole community simplifies both association design review and any regional review.

Permitting and fire: City, TRPA, and Chapter 7A

Multifamily exterior projects in South Lake Tahoe typically involve:

  • City of South Lake Tahoe Building Division (Development Services Department) for building permits. Window replacement is treated as an alteration under the Energy Code, which requires Title 24 compliance documentation for the new fenestration.
  • TRPA, which administers land coverage, water-quality BMPs (required on nearly all developed private property in the basin), and scenic and design standards. Whether a given re-side or window project triggers TRPA review or conditions depends on the parcel and scope. TRPA offers planner appointments to confirm this, and we treat that step as part of scoping.
  • Fire exposure. The 2021 Caldor Fire forced evacuation of the entire city, and many boards now weigh fire performance heavily. Where California Building Code Chapter 7A applies to a parcel, it governs specific assemblies and openings. Examples include exterior wall coverings and glazing, where altered openings generally require multi-pane glazing with at least one tempered pane. South Lake Tahoe is a Local Responsibility Area mapped separately by CAL FIRE, so we confirm applicability with the City for each property rather than assume it. Multifamily buildings can also carry separate fire-resistance requirements at unit separations and exits. We confirm those with the AHJ as well.

Balcony inspections and reserve studies

California's exterior elevated element laws require periodic inspection of balconies, decks, and similar structures. SB 721 covers apartment buildings with three or more units, and SB 326 covers condominium associations. We are not the licensed inspector for those reports. When a re-side is already opening the wall around deck and balcony ledgers, though, it is the natural time to coordinate findings and repair flashing at those connections. HOA boards working from a Davis-Stirling reserve study can also use our scope to refine the remaining-life and cost assumptions for siding and windows.

What drives the bid

We don't publish pricing. Multifamily bids depend on:

  • The number of buildings, stories, and elevations
  • Material and window selections
  • The amount of sheathing and flashing repair found at tear-off
  • Retrofit versus full-frame window installs
  • Fire-rated glazing, where it applies
  • Staging and access on the site
  • How the work is phased around occupancy
  • The snow-free window available
  • Any TRPA, BMP, or permit conditions

A site walk of representative buildings is how we price it accurately. Photos of past work are in our project gallery.

FAQs

Can residents stay in their units during the project? Usually, yes. We phase by building or elevation. Interior access is needed only on scheduled window days, and entries and walkways stay open.

Will a re-side of our complex require TRPA review? It depends on the parcel and the scope, including color and finish changes, coverage, and whether BMP work is bundled in. We confirm the category with TRPA and the City before finalizing the schedule.

Can the work happen in winter? Exterior tear-off is planned for snow-free months so walls aren't left open in bad weather. Winter is the right time to finish bids, board approvals, and permitting so crews can start as soon as the season allows.

Do we need tempered glass on replacement windows? Only where Chapter 7A or other code provisions apply to your parcel and scope. Because South Lake Tahoe is mapped separately as a Local Responsibility Area, we confirm this with the City for each property.
