For a property manager or HOA board in Scotts Valley, a failing exterior is rarely a single-wall problem. By the time one building shows soft trim or peeling paint, its neighbors are usually heading the same way. The contractor you hire also has to work around residents who still need to get to their front doors, park their cars, and sleep. Bay Area Siding Company is a Larkspur-based siding and window contractor that handles siding and window replacement on apartment properties, condominium and townhome communities, and small commercial buildings in the Santa Cruz area. We scope each job building by building and phase it so the property keeps functioning.

Planning a reserve-funded project or collecting bids? Call (415) 619-5167 or request a bid and we'll arrange a site walk.

Where Scotts Valley properties tend to fail first

Scotts Valley's mountain setting shapes how a multi-building property ages. Redwood and oak shade, cool damp air, and long wet winters mean some elevations dry quickly while others stay wet for much of the season. On a complex with several buildings at different orientations, deterioration is uneven. The shaded north and west walls, the elevations facing tree canopy, and the areas behind landscaping usually go first. The sunny faces can look fine at the same time.

That uneven pattern matters for budgeting. A board that repaints on a fixed cycle may keep paying for coatings over wood that is already soft underneath. What we see on shaded walls:

  • Paint failure and mildew returning within a season or two of a repaint
  • Swollen, delaminating panel siding or hardboard, especially at the bottom edge
  • Staining and softness below windows, at deck and balcony ledgers, and at wall-to-roof transitions
  • Tenant or owner reports of musty odors or interior mold on exterior walls

When we assess a property, we document conditions per building and per elevation. That lets you prioritize the worst walls first instead of treating every structure as equally urgent.

What a re-side exposes, and why boards should expect findings

A standard tear-off removes the cladding and exposes the sheathing and substrate, the water-resistive barrier (WRB), and the flashing. That layer decides whether the wall stays dry. It is not "down to the studs." Framing only comes into the scope where the sheathing itself has failed, and that is a separate, larger conversation we raise with you directly.

On properties from the 1970s and '80s, it's common to find an older building-paper WRB and minimal or missing flashing at windows and penetrations. With the wall open, we repair damaged sheathing, install a modern WRB, and flash openings so water drains out. We recommend that boards and owners carry a contingency for concealed sheathing repair. We document what we find with photos before closing any wall, so there's a clear record for the board, the owner, or a reserve study update.

Phasing the work around residents

Occupied properties need a plan that residents can understand in advance. We typically sequence by building or by elevation. Each section is opened, repaired, weatherproofed, and closed before crews move on, so no unit sits with an open wall longer than necessary.

What we coordinate with management:

  • Advance notice schedules by building, so you can send resident notices on time
  • Access and parking for materials, dumpsters, and scaffolding, which matters on sloped, tree-lined sites
  • Window-day planning where units are getting new windows, including interior access windows and what residents should clear from sills
  • Daily cleanup of fasteners and debris in walkways, parking areas, and shared landscaping
  • A single point of contact for resident questions, so issues flow through management and not directly to crews

The sequence is flexible. A board may want the worst building done first. An owner may want to finish the units facing the street before leasing season. We build the phasing around your priorities.

Fire designation across a whole property

The 2020 CZU Lightning Complex burned across the Santa Cruz Mountains and brought evacuation orders and warnings to Scotts Valley and its outlying parcels. Many wooded and upslope lots in and around the city fall within elevated fire-hazard designations. There, California Building Code Chapter 7A governs exterior wall coverings and glazing on specific assemblies and openings. It generally calls for noncombustible or ignition-resistant cladding and multi-paned glazing with at least one tempered pane where openings are altered.

On a multifamily site, applicability can differ from one part of the property to another. It depends on parcel designation and scope. Re-siding one building may be treated differently from repairs on another. We confirm requirements with the City of Scotts Valley Building Department and Cal Fire's hazard mapping before materials are specified. That way the board isn't approving a product that has to be changed mid-project. For many properties in wooded settings, fiber cement is the natural lead option for this reason alone.

Balcony and deck work: coordinate, don't duplicate

California requires periodic inspections of exterior elevated elements, such as balconies, decks, and walkways, on apartment buildings (SB 721) and condominium associations (SB 326). Those inspections must be performed by the qualified professionals the statutes specify, and we don't represent ourselves as the inspector. But the findings often overlap with siding work: ledger flashing, waterproofing at the wall connection, and rot where decks meet walls. If your property has recent inspection reports or repairs underway, share them. Scheduling cladding and flashing work alongside elevated-element repairs can avoid opening the same wall twice.

Materials and windows at portfolio scale

Architectural consistency matters to HOAs and to owners protecting curb appeal. We help you choose a cladding, profile, and color system that can be matched across every building, including later phases:

  • James Hardie fiber cement and fiber cement generally: noncombustible and stable through wet-dry cycles. James Hardie's ColorPlus factory finish carries a 15-year finish limited warranty when installed to spec, which can extend repaint cycles.
  • LP SmartSide: an engineered-wood look that is lighter to handle, with periodic painting.
  • Vinyl and CertainTeed: budget-conscious and low-maintenance, where the setting and fire designation allow.

For windows, we install Anlin, Milgard, Andersen, Marvin, Pella, and aluminum units. Coordinating window replacement with re-siding lets flashing and WRB be renewed together at each opening. Title 24 energy values vary by climate zone and code cycle, so we confirm current requirements at permit time. Homeowners in the city can see our single-family work on the Scotts Valley siding replacement and window replacement pages. Browse completed work on our projects page.

Permits

Exterior alterations in the city are permitted and inspected through the City of Scotts Valley Building Department, under the California codes it has adopted (the 2025 cycle took effect January 1, 2026). On multi-building jobs, we confirm how the permit should be structured, whether by building or as a single project, before phasing is finalized.

What drives a multifamily budget

We price after walking the property. The main drivers are:

  • The number of buildings, stories, and elevations
  • The extent of concealed sheathing damage found at tear-off
  • Scaffolding and access on sloped or tree-crowded sites
  • The cladding and finish selected
  • Whether Chapter 7A detailing applies to some or all buildings
  • Window count and install type (retrofit vs. new-construction)
  • How many phases residents' schedules require

We can break bids out by building or phase to align with reserve funding.

FAQ

Can you phase the project across multiple budget years? Yes. We can scope the full property and price it in phases, so a board can fund the most deteriorated buildings first and schedule the rest to match reserves.

Does Chapter 7A apply to our whole Scotts Valley complex? Not necessarily. It depends on each parcel's fire-hazard designation and the scope of work on each building. We confirm with the City of Scotts Valley Building Department and Cal Fire before specifying materials.

Will residents have to move out? Generally no. Work is sequenced so walls are opened and closed in sections. Window replacement requires brief interior access to affected units, which we schedule through management.

Can you work from our reserve study or an engineer's report? Yes. Share existing reports and inspection findings, and we'll align our scope with them and document conditions we find at tear-off.
