Re-siding one house is a single homeowner's decision. Re-siding a San Mateo apartment building or condominium community involves many more people. A board has to approve it, residents stay home while crews work, a reserve budget has to hold, and every elevation has to look like it belongs to the same property when the work is done. Bay Area Siding Company is a Marin-based siding and window contractor. We work with property managers, HOA boards, and apartment owners on San Mateo exterior projects, including full re-sides, window replacement across many units, and phased building envelope work that keeps the property running.

Planning a building or community project? Call (415) 619-5167 or request a bid.

Start with the building, not the product

Most multifamily conversations begin with a symptom: a stained soffit, a unit with a leak that returns every winter, peeling paint on the elevation that gets the weather, or residents complaining about drafty windows. The first job is to separate isolated maintenance from a real envelope problem. On the Peninsula, fog and sun cycle through the year. That is milder than the inland valleys, but over years it still breaks down paint, swells and splits aging wood, and exposes flashing that was never detailed well.

A good scope answers three questions before anyone argues about color:

  • Is the failure local or systemic? One bad window head flashing is a repair. The same detail failing on every stack is a re-side and flashing program.
  • What is behind the cladding? On a re-side, the old siding comes off and exposes the sheathing, the water-resistive barrier (WRB), and the flashing. We inspect those directly. Framing is only opened up if the sheathing itself has deteriorated, which is a larger and separately priced scope.
  • Can the work be phased? Whether you do it by building, by elevation, or across fiscal years affects cost, disruption, and how the reserve study absorbs the project.

Working around occupied units

Most San Mateo multifamily work happens while people live in the units. We plan for that from the first walk.

  • Phased sequencing. We sequence work so that only a limited section of the property has scaffolding, open walls, or window removals at any one time. The rest of the community stays normal.
  • Resident notice. Window replacement means entering units. California law generally requires landlords to give tenants reasonable written notice before entry. We build a schedule that lets management issue notices on time and group entries efficiently. HOA communities follow their own notice procedures, which we coordinate with management.
  • Weathertight at day's end. Wall sections that are opened get covered or closed before crews leave, and window openings are finished the same day they are started.
  • Access, parking, and staging. Driveways, carports, walkways, and trash areas stay usable. We agree on staging locations with management up front, which matters on tighter lots near downtown and El Camino Real.
  • One point of contact. The manager or board liaison hears from one person about schedule changes, discoveries at tear-off, and change orders. Residents don't get conflicting information from crew members.

Code, permits, and review in San Mateo

The City of San Mateo requires a building permit for siding work. Window replacement typically needs one too, especially when the frame, flashing, or glazing type changes. We confirm the exact scope with the City's Building Division and prepare the application for the property owner or association. We don't treat multifamily permitting as a formality. The scope, the number of openings, and any structural discoveries can all change what the City needs to see.

Energy code applies to replacement windows as well. San Mateo sits in California's coastal Climate Zone 3. Title 24 sets performance limits for replacement glazing that depend on climate zone and code cycle. We confirm the current requirements at permit time rather than quoting fixed numbers in a proposal.

Historic context. Some older San Mateo neighborhoods west of El Camino Real have been recognized for historic significance, including Baywood, Aragon, and San Mateo Park. Most larger multifamily properties aren't in those areas. Smaller older buildings and properties nearby should still check before they finalize a design. Whether any design review applies depends on the parcel and its designation status, so we confirm with City Planning staff before specifying materials.

Balconies and elevated elements. California requires periodic inspections of exterior elevated elements, such as balconies, decks, and walkways. These rules fall under SB 721 for apartment buildings and SB 326 for condominium associations, and qualified professionals perform the inspections as the statutes define. We are not the inspector. Inspection findings often land in the same budget cycle as siding and window work, and the flashing where a balcony meets a wall is exactly where the two scopes overlap. We are glad to coordinate our envelope work with your inspector's or engineer's repair recommendations, so the siding and flashing around those elements are done once and done right.

Materials that make sense across a portfolio

For multifamily, the right cladding balances first cost, long-term maintenance, durability, and a consistent look across buildings. We install:

  • Fiber cement is dimensionally stable, noncombustible, rot and pest resistant, and holds paint well. It's a common choice when a board wants a long repaint interval and a durable wall. The James Hardie line we install carries a transferable 30-year non-prorated substrate limited warranty, and its ColorPlus factory finish carries a separate 15-year finish warranty, both when installed to spec. See our James Hardie siding page for San Mateo.
  • LP SmartSide engineered wood gives a wood texture and is lighter and more impact resistant than fiber cement. It's useful at ground-level elevations that take abuse, though it needs periodic painting.
  • Vinyl has the lowest first cost and needs no repainting. It suits budget-driven rental properties where a premium look isn't the goal. The trade-offs are a more limited dark-color palette and a less upscale appearance.
  • Wood is mainly for matching or repairing existing wood-sided buildings where a board wants to keep the original character.

For HOA communities, we help boards put the choice in writing, including profile, exposure, trim, and color. That way later repairs and future phases match, and architectural consistency survives turnover on the board.

Windows across many units

Replacing windows building-wide is where standardization pays off. Fewer unique sizes, styles, and colors simplify ordering, speed up installation, and make future replacement easier. We install Milgard, Anlin, Andersen, Pella, and Marvin, plus aluminum where the design calls for it.

The key technical choice is retrofit versus new-construction installation:

  • Retrofit (insert) windows sit inside the existing frames. They are faster and less disruptive per unit when the frames are sound.
  • Full-frame (new-construction) replacement is the right call when frames are deteriorated or the flashing has to be rebuilt. It pairs naturally with a re-side because the wall is already open.

In condos, who pays for windows depends on the governing documents. Some CC&Rs assign windows to the association and others to individual owners. It's worth settling that before bids go out. Our broader San Mateo window replacement page covers glass and frame options in more detail.

What drives the cost of a multifamily bid

We price each property individually. The biggest factors are:

  • the number of buildings, stories, and elevations
  • access and scaffolding needs
  • the chosen material and finish
  • the number and variety of window openings
  • the amount of sheathing or flashing repair found once the old siding is removed
  • coordination with balcony or other structural repairs
  • the phasing schedule
  • trim detail and matching requirements

A clear unit-price structure for concealed repairs, such as a per-sheet cost for sheathing replacement, helps boards and owners approve budgets without surprises.

How we bid and deliver

We walk the property with management, and often with a board member. We identify problem areas and put together a scope with phasing options. Owners and boards get a written proposal they can compare line by line and take to their members or ownership. Once approved, we handle permitting with the City of San Mateo and schedule work around resident notice. We report on progress and on anything discovered at tear-off before we act on it.

FAQ

Can you phase a San Mateo HOA re-side across more than one budget year? Yes. We can break the scope by building or by elevation so the work lines up with your reserve study and assessments, and we document the material and color spec so later phases match the first.

Do residents have to move out during siding or window work? Generally, no. Siding work happens from the outside. Window replacement requires brief access to each unit, which we schedule so management can give proper notice. Each unit's openings are closed and finished before the crew leaves.

Does San Mateo require a permit for multifamily siding and window replacement? Siding work requires a building permit from the City of San Mateo, and window replacement typically does as well. We confirm the scope with the Building Division and prepare the application. For properties in or near recognized historic areas, we also check with Planning staff about any review.

Can you coordinate with our balcony (SB 721 / SB 326) inspection repairs? Yes. We don't perform the inspection, but we can sequence the siding, WRB, and flashing work around your inspector's or engineer's repair recommendations so the wall-to-balcony connections are handled once.
