Saratoga is best known for single-family homes on large lots, but the town also has townhome communities, condominium associations, and smaller apartment properties. The people who manage them work under constraints a homeowner never faces. A board needs a scope it can defend to owners. An owner needs a budget that holds. A property manager needs a schedule that doesn't flood the office with resident complaints.

Bay Area Siding Company is a Marin-based siding and window contractor, headquartered in Larkspur, that works across the South Bay. We take on exterior renovation for multi-unit properties, including full re-siding, window replacement, and the combined envelope projects that tie them together. We plan each job around occupied buildings and shared decision-making.

Evaluating an exterior project for your association or building? Request a bid or call (415) 619-5167 to schedule a site walk with your board, manager, or ownership team.

Start with the decision the board actually has to make

Most multifamily exterior projects stall before they start. The problem usually isn't the work itself. It's that nobody can answer a few basic questions with confidence: how much of the envelope is failing, whether it can be done in phases, and what it will do to the reserve fund.

So our first job on a Saratoga property is to give decision-makers something usable:

  • A condition-based scope. We walk each building and elevation to separate cosmetic wear from real envelope failure. Real failure looks like siding cracked or swollen across several walls, paint that won't hold, soft trim at wall bases and around windows, and signs of water on interior walls. We tell you which buildings need replacement now and which can reasonably wait.
  • Options, not a single number. Boards usually need to compare scenarios, such as re-siding everything at once versus phasing by building, or siding alone versus siding and windows together. We price those as distinct paths so the board can weigh them.
  • Reserve-friendly framing. California common-interest developments are required under the Davis-Stirling Act to maintain reserve studies. If your reserve study already schedules siding or window replacement, we can scope against those components. That makes it easier to reconcile our bid with the plan the board is already funding.

Phasing around people who live there

The biggest difference between a multifamily job and a house is that the building stays occupied. Residents still need to park, walk to their doors, open their windows, and work from home. How we sequence the job matters as much as what we install.

On a typical phased project we:

  • Break the work into building-by-building or elevation-by-elevation segments, so any one resident's disruption is limited to a defined window of time.
  • Coordinate advance notice through the property manager or HOA. Residents then know when scaffolding goes up near their unit, when to move patio furniture, and when window crews need interior access.
  • Keep walkways, entries, and required exits usable. We stage materials and debris so common areas stay functional.
  • Close each segment weather-tight before moving on. We don't leave a string of half-open walls across the property.

For window replacement in occupied units, interior access is the main scheduling challenge. We work with management to batch unit entries efficiently. Retrofit (insert) installs, which keep the existing frame, are generally faster per opening and less disruptive inside. New-construction (full-frame) installs take the opening back to the framing so the flashing can be fully renewed. We recommend the full-frame method where openings show rot or a leak history, and we explain the trade-off so the board can choose knowingly.

What happens behind the siding

On an older multi-unit building, the siding is rarely the whole story. In an ordinary replacement we remove the cladding to the sheathing or substrate. That exposes the water-resistive barrier (WRB) and the flashing at windows, doors, decks, and penetrations. The framing is only exposed if the sheathing itself has deteriorated and must come off. If we find that, we document it and price it as added scope before proceeding, rather than surprising the board mid-project.

Covering over existing siding would skip this inspection entirely. On a property the association will own for decades, that is a poor trade.

A note on balconies and elevated elements. California requires periodic inspection of certain wood-framed exterior elevated elements. For condominium associations that requirement is Civil Code §5551 (SB 326), and for apartment buildings it is Health & Safety Code §17973 (SB 721). Those inspections are performed by licensed professionals such as structural engineers or architects. We don't perform them. But if your property has inspection findings, we can coordinate the siding, flashing, and WRB work around the repairs so the envelope and the balconies are sequenced correctly.

Material consistency across a whole community

HOAs care about architectural consistency, and so do Saratoga buyers. A re-side is a chance to unify a community that has been patched building by building for years, or to update its look within your CC&Rs and architectural guidelines. We help boards compare systems on durability, maintenance cycle, and appearance:

  • James Hardie and other fiber cement: noncombustible, holds paint well, and is long-lived. It is a frequent choice for associations planning around long reserve horizons. See the Saratoga James Hardie page for local detail.
  • LP SmartSide: engineered wood with a warmer wood texture. It needs periodic repainting.
  • Vinyl and CertainTeed lines: lower upfront cost and no repainting, where the look suits the property.

We also install wood siding and aluminum. On the window side, we install Anlin, Milgard, Andersen, Marvin, and Pella; the window replacement hub compares them. For a multi-unit property, a consistent product and profile across buildings simplifies both future repairs and board approvals.

Fire-zone requirements on hillside properties

Saratoga's western neighborhoods climb into the Santa Cruz Mountains foothills. Cal Fire's updated Local Responsibility Area Fire Hazard Severity Zone maps, released in February 2025, place much of that hillside terrain in High or Very High zones. Where a parcel is designated, California Building Code Chapter 7A applies to specific exterior-wall assemblies and openings. It generally points toward noncombustible or ignition-resistant cladding and, for regulated glazing, multi-pane units with at least one tempered pane.

Whether and how Chapter 7A reaches your project depends on the parcel's designation and the scope of work, and it doesn't automatically apply to every surface. We confirm it with the City of Saratoga during scoping. For an association whose buildings sit on or near mapped terrain, this is worth settling before owners vote on a material.

Permits and inspections

Exterior siding and window work in Saratoga is permitted and inspected through the City of Saratoga Community Development Department / Building Division. Window replacement is also an alteration under California's Title 24 energy code, so energy compliance documentation is part of a typical submittal. Current performance requirements depend on the climate zone and code cycle, and we confirm them at permit time. We handle the permitting and inspection coordination so the paperwork matches what is actually built. That also gives the board clean records for its files.

What drives the cost of a multifamily exterior project

We don't publish prices, because multi-unit scopes vary widely. The factors that move a bid are:

  • The number of buildings, stories, and total wall area
  • Scaffolding, lift access, and staging on tight or sloped sites
  • Material and product selection
  • Substrate and flashing condition once the cladding is removed
  • Phasing requirements and resident-access constraints
  • Whether windows are replaced in the same mobilization
  • Any fire-zone requirements for the parcel

Combining siding and windows in one sequenced project often reduces duplicated access and staging costs. It also gets the window flashing integrated properly with the new WRB.

Frequently asked questions

Can you phase the project to match our reserve funding? Yes. We can scope and price the work by building or by elevation so the board can fund it across budget periods. We'll be candid if deferring a particular building risks further water damage.

Do residents need to move out during the work? Generally, no. Siding work is exterior. Window replacement requires short interior access per unit, which we schedule through management with advance notice.

Our community is in the Saratoga foothills. Does that limit our siding options? It may. If your parcels fall within a designated Fire Hazard Severity Zone, Chapter 7A can govern certain wall assemblies and openings. Fiber cement is a common answer in that case. We confirm the designation and requirements with the City of Saratoga before the board commits to a material.

Will you present to our HOA board? Yes. We can walk the property with board members or your manager and present scope options in a format the board can use for its decision.

Plan the next step

Whether you manage a townhome association off the valley floor or a building near the hills, a clear scope is the fastest way to a confident board vote.
