San Pablo's apartment buildings, plexes, and condominium communities face the same aging exteriors as the city's postwar single-family homes. The difference is scale. On a multifamily property, the cladding and windows are replaced while people keep living inside, and the budget answers to an owner, an HOA board, or an asset manager. Bay Area Siding Company is a Marin-based (Larkspur) siding and window contractor serving the East Bay. We plan and install building-wide re-siding and window replacement for property managers, HOA boards, and apartment owners in San Pablo. The work is phased so units stay occupied and the finished exterior holds up for the long haul.

Who this page is for

This page is for decision-makers, not individual homeowners:

  • Apartment owners weighing a full exterior renewal against years of piecemeal repairs.
  • Property managers who need a contractor that can work around rent-paying tenants and a tight communication schedule.
  • HOA boards that must keep a whole community architecturally consistent and justify spending to members.

If you own a single-family home in San Pablo, our siding replacement and window replacement pages are the better starting point.

Working on an occupied building

The hardest part of a multifamily exterior job is usually the logistics, not the siding itself. We build the schedule around your residents from the start.

Phasing by elevation or building. On a complex with several structures, or a single building with multiple faces, we typically work one section at a time. We tear off, install the weather barrier and flashing, then clad and trim each section before moving on. That keeps staging, noise, and debris contained to a defined area rather than spread across the whole property at once.

Window days are unit days. Siding work happens outside. Window replacement means entering each unit. We sequence window installs so each unit is disturbed for as short a window as practical, and we give you a unit-by-unit calendar you can pass to residents. California law requires landlords to give tenants reasonable written notice before entering a unit (Civil Code §1954). Owners and managers issue those notices; we provide the dates and access windows so you can.

Communication and site control. We work out parking, dumpster placement, walkway protection, and daily cleanup with you before mobilizing. Residents should always know which part of the property is active and which paths are safe.

San Pablo permitting and site realities

Permits run through the city. Building permits in San Pablo are handled by the City of San Pablo Community Development Building Division. The city explicitly lists window replacement, including new and replacement windows, as work requiring a building permit. Replacement windows are also treated as an alteration under California's Title 24 Energy Code, so fenestration compliance is part of the submittal. Siding permits depend more on scope: a full tear-off and re-side is not the same as a small repair. Multifamily projects can also carry different submittal expectations than a single house. We confirm the permit path and documentation for your specific building with the division before work begins, and we handle the paperwork.

Fire-hazard zones: mostly not a factor, with one exception. Most of San Pablo sits on the bay plain, outside fire-hazard severity zones. For most multifamily properties here, wildfire code won't drive material choice. The 2025 State Fire Marshal maps do include some very-high-hazard ground on the city's eastern edge, toward the Sobrante ridgelines. If your property is on that side of town, California Building Code Chapter 7A may apply to exterior walls and to altered window openings. That can mean ignition-resistant or noncombustible wall assemblies, and multi-pane glazing with at least one tempered pane. Applicability depends on the parcel, the product, and the scope, so we verify it with the city during scoping rather than assume.

Bay moisture and salt. San Pablo's climate is mild compared with hot inland valleys. The steady marine moisture and salt carried off San Pablo Bay, however, favor cladding that resists swelling and holds its finish between repaint cycles. That matters when you budget repainting across dozens of units.

Traffic noise near I-80. Buildings near the I-80 corridor are good candidates for laminated acoustic glass in bedroom-facing units. Resident comfort is a practical retention consideration for rental owners.

What the renovation actually involves

A proper multifamily re-side is a building-envelope project. The old cladding comes off to the sheathing, which lets us inspect the water-resistive barrier, flashing, and substrate across every elevation. Damaged sheathing is identified and addressed before anything new goes on. Framing only comes into play where the sheathing itself has failed. From there we install:

  • New or corrected WRB and flashing
  • Properly integrated window openings
  • Siding fastened to the manufacturer's published instructions

Windows can be done as retrofit (insert) installs, which keep the existing frame and are faster and less disruptive per unit. They can also be done as new-construction (full-frame) installs, which strip the opening back so flashing can be fully renewed. Full-frame is the right call where there's rot or a history of leaks. On many buildings the answer is a mix, decided opening by opening. Pairing window replacement with the re-side lets the new windows and new WRB be flashed together as one system. That is one of the strongest arguments for bundling the two scopes.

Materials that make sense for rentals and HOAs

Multifamily material decisions are really lifecycle decisions: upfront cost versus repaint intervals, durability, and a consistent look across buildings.

  • Fiber cement, including James Hardie. It is dense, noncombustible, and resistant to rot, pests, and moisture. It holds paint well, and James Hardie's ColorPlus factory finish carries a 15-year finish warranty when installed to spec. It is a common fit for owners who want long intervals between exterior maintenance. See also our San Pablo James Hardie page.
  • Vinyl and CertainTeed. These are the budget-conscious route with no repainting, a wide color range, and insulated options. The trade-off is a less premium look and fewer dark-color choices on some lines.
  • LP SmartSide engineered wood. It offers a warm wood texture that is lighter than fiber cement, but it does need periodic painting.

For windows we install Anlin, Milgard, Andersen, Marvin, Pella, and aluminum units. Compare them on our window replacement hub. HOA boards often pick one frame color, grid pattern, and siding profile community-wide, and we can help document that standard.

What drives the cost of a multifamily exterior

We don't publish prices. Every property is different. The main drivers are:

  • Total wall area and number of window openings
  • Building height, which affects access, scaffolding, or lifts
  • Material and brand selection
  • How much damaged sheathing or trim turns up after tear-off
  • Retrofit versus full-frame window installs
  • Whether any eastern-edge parcel triggers Chapter 7A requirements
  • Acoustic-glass upgrades
  • How finely the job must be phased around occupancy

A site walk and written scope are how we give you a number your board or ownership can rely on. Browse our completed projects and our East Bay service area for context.

Frequently asked questions

Do we need a permit to replace windows across our San Pablo apartment building? Yes. The City of San Pablo Community Development Building Division lists window replacement as work requiring a building permit, with Title 24 energy compliance included. We confirm the submittal requirements for your building and pull the permit.

Can residents stay in their units during the project? In typical re-siding and window replacement, yes. Siding work is exterior. Window installs require brief access to each unit, which we schedule in advance so you can issue the required written entry notices.

Our property is on the eastern side of San Pablo. Does fire code change our options? Possibly. Most of the city is outside fire-hazard zones, but the 2025 State Fire Marshal maps include some very-high-hazard areas toward the Sobrante ridgelines. We check your parcel's designation with the city. If Chapter 7A applies, it shapes wall-assembly and glazing choices for the affected work.

Should we replace siding and windows together or in separate phases? Doing both at once lets new windows be flashed directly into a new weather barrier, and it consolidates mobilization and resident disruption. Separate phases can spread capital costs. We can price both approaches so your board can compare.
