From there, a new WRB goes on, and every window, door, and penetration is flashed. The new siding is then installed to the manufacturer's specification.
Covering old siding with new siding can look cheaper on a bid sheet. On a multi-building property, though, it hides the same concealed damage many times over, and it leaves a board or owner with no record of what's behind the wall.
Window replacement follows the same logic. A retrofit (insert) install sets a new unit inside the existing frame. It's faster and less disruptive for occupied units. A new-construction (full-frame) install removes the old frame so the opening's flashing can be rebuilt, which is the right call where sills show rot or water history. On many complexes, the answer is retrofit for most openings and full-frame where the survey shows trouble. Combining windows with a re-side is often efficient, because the flashing at each opening is being redone anyway.
Occupied buildings are the defining constraint of multifamily work, and the schedule deserves as much attention as the spec. We build the plan with management or the board:

Exterior alterations in Union City are permitted through the City of Union City Building Division. A full re-side or window replacement is not on the city's list of work that doesn't require a permit. Window replacement also carries a Title 24 energy-compliance submittal for the new fenestration.

Balconies and elevated walkways. California requires periodic inspection of exterior elevated elements. SB 721 applies to apartment buildings, and SB 326 applies to condominium associations. We don't perform those inspections. When a re-side opens the wall where balconies and walkways attach, though, the timing is worth coordinating with your inspector or engineer, so those junctions are flashed and closed up once.
For an HOA, architectural consistency usually matters as much as durability. The goal is one approved profile and color scheme applied across every building, and a product line that will still be available when a future phase comes up. We install several systems:
