Where a fire-hazard designation applies, California Building Code Chapter 7A governs the exterior wall covering and generally points toward noncombustible or ignition-resistant assemblies — which vinyl is not. Whether 7A applies to your home depends on the parcel and scope, so we confirm it with the City up front. If your home sits in or near that southeastern zone, vinyl is likely off the table, and we'll say so early rather than late.
We don't cover over failing cladding. The old material comes off so we can inspect the sheathing, repair any concealed rot around windows and at wall bases, and rebuild the water-resistive barrier and flashing before the new siding goes on. Vinyl is then hung to allow for its natural expansion and contraction — fastening it too tightly is a common failure, and doing it correctly is what keeps a wall flat and quiet.
No two homes price the same. The drivers: size and number of stories, how much hidden repair surfaces at tear-off, whether you choose standard or insulated vinyl, the profile and color, trim complexity on an older home, and whether an appearance change triggers design review. Vinyl usually lands lowest on material and labor among the options — but if the fire zone rules it out, the honest comparison is against fiber cement, not against other vinyl.
Can I put vinyl siding on a home in Piedmont's fire zone? Likely not. Vinyl is combustible, and the southeastern Very High Fire Hazard Severity Zone is subject to Chapter 7A provisions that favor noncombustible or ignition-resistant wall coverings.
