When a re-side beats another repair

These are the tells that patching has run its course:

• Punky, spongy material at corners and near the ground, or trim a screwdriver sinks into

Why we pull the old cladding off instead of siding over it

It's tempting to hang new siding over what's there and skip the mess. The problem is that a cover-over locks in every question you most want answered on an older Castro Valley home: is the sheathing sound, is there a working water-resistive barrier behind it, was any flashing ever installed at the windows and wall-to-roof transitions? Furring out over the old layer also adds weight and can trap moisture against the framing. Tearing off costs more at the start and leaves you with a wall that is right from the sheathing outward — which matters more here than usual, because so many of these houses predate modern drainage detailing.

What to expect

Castro Valley specifics: unincorporated permitting and hillside fire exposure

Here's the part that sets Castro Valley apart from an incorporated city next door. Castro Valley is unincorporated, so it has no city building department — a re-side is permitted and inspected through the Alameda County Community Development Agency, Building Inspection Division, not a city hall. That changes who reviews the job and which local overlays can attach to it.

One of those overlays is real and local: the county's zoning code includes a Castro Valley chapter (Title 17, Chapter 17.51) with a hillside overlay district covering the sloped, canyon, and ridge land on the community's east side. On parcels inside it, hillside-development standards can shape a project, so it's worth flagging your address early.

Fire exposure is the other reason material choice matters up the hill. Alameda County Fire Department maintains adopted Fire Hazard Severity Zones for the local responsibility area, refreshed in 2025, and Castro Valley's eastern canyons and ridgelines fall into the more elevated zones. Where a fire-hazard designation applies, California Building Code Chapter 7A governs the exterior wall covering and generally calls for noncombustible or tested ignition-resistant assemblies — which favors fiber cement over untreated wood. Whether and how 7A applies comes down to your parcel's zone, the product, and the scope of work, so we confirm it with the county rather than assuming it. What affects the cost

We don't post prices, because no two re-sides are alike. The honest drivers are the size and shape of the house, the material and finish you choose, how much substrate repair turns up once the old cladding is off, the number of stories, and site access — canyon and hillside lots with tight staging take more setup. County review, and hillside-overlay or fire-zone detailing where they apply, can add scope as well. A walkthrough is the only way to price it fairly.

Do I need a permit to replace siding in Castro Valley?
