Sorting your house into one of those two buckets is the fastest way to know whether you're looking at a refresh or a full rebuild of the wall's weather protection.
Newer subdivision home. Here the boards themselves may still be intact, but the finish has chalked and faded on the sun-facing elevations, panels are cracking or swelling along the bottom courses, or the original caulk lines have all let go at once. The deciding question is whether paint will genuinely buy you years or just postpone the tear-off. Replace when the material is moving, delaminating, or failing faster than a repaint can keep up.
Older core or rural home.
