Permits, Title 24, and fire-zone parcels

Window replacement is permitted work, and who issues the permit depends on where you live:

• Inside city limits: the City of Sebastopol Building & Safety Division, through its online permit portal.
• Unincorporated parcels out toward the western hills: Sonoma County (Permit Sonoma).

California's Title 24 energy code sets performance limits for replacement windows. Anlin windows in Sebastopol: FAQ

Will Anlin windows stop the condensation on my old windows? In most cases they reduce it a lot. Interior condensation forms when glass is cold enough to pull moisture out of the room air. Insulated Low-E glazing keeps the inside pane warmer. Very humid rooms can still fog occasionally, so we'll also look at ventilation if a room is a persistent problem.
